Introduction
The fixed link across the Fehmarnbelt will bring challenges such as (noise) emissions, land sealing and climate and environmental pollution. In Lübeck and Bad Schwartau, on the other hand, the number of vacant industrial sites is decreasing, creating space for social, cultural and leisure activities. These areas need to be developed sustainably to revitalise the townscape. Noise barriers planned as part of the hinterland connection should also be designed aesthetically and with greenery to reduce noise and enhance the surroundings, while measures such as wildlife bridges and retention areas are needed in nature reserves affected by the route planning to protect the landscape and biodiversity.
Central idea
The main idea behind the 'Chain-Re-Action - Creating Opportunities along the Rail' concept is to accept the unavoidable reality of railway construction and develop targeted measures to minimise its negative impacts. Instead of fighting the railway, a pragmatic approach is taken to create long-term benefits for the community through sustainable and creative solutions. The focus is on the three pillars of ecology, social issues and revitalised spaces, slightly derived from the sustainability triangle, focusing on quality of life and sustainable development along the railway line. Interlinked actions are intended to bring about positive change and improve the quality of space for people and the environment.
Strategy
As part of the analysis of the existing situation along the railway line from Lübeck to Ratekau, three types of potential areas were identified: social spaces, lively spaces and ecological spaces. Social spaces include vacant buildings that can be reused for social activities, while lively spaces are located along the railway line and should be protected from the fragmenting effect of noise barriers through targeted measures. Ecological spaces, particularly in the northern area, are threatened by the railway line as it could cut through existing green spaces and biotope connections. A flexible design of the measures is made possible by a modular system that is adapted to the conditions of the respective potential areas.
In-depth study
The area around Bad Schwartau station has been selected as a focus area for testing the concept and for urban development improvements to reduce the negative impacts of the planned railway line. Planned measures include improving the cycling infrastructure, creating a nature trail in the forest and greening unused areas. Bicycle parking facilities will be renewed and the station forecourt will be redesigned as a social meeting place. A planned station assistance facility will provide support to those in need. The aim is to improve the quality of life for residents, promote environmental sustainability and make the area multifunctional.
