The Regiopole

Koncept 1

Introduction

The region of Lübeck - Bad Schwartau - Ratekau includes settlement and mobility infrastructures as well as green and water areas that connect all three cities. However, the responsible planning authorities usually act independently of each other and planning ends at the municipal boundaries. On this basis, the concept aims to develop the monofunctional settlement areas of the rural and rurban suburbs, the partially fragmented green space structures and the inadequately designed mobility services. The aim is to create stronger links between the three locations at different levels and to develop measures for optimisation.

Central idea

The core idea of the concept is to network the region of Lübeck - Bad Schwartau - Ratekau into a regiopole whose planning is supra-regional, i.e. extending beyond municipal boundaries. In addition to the structural and physical networking of settlements and infrastructure as well as green and blue natural spaces, the social networking of the local population is also crucial to creating a sense of togetherness in the new regiopole. In order to achieve the strategic objectives, four fields of action have been developed, each of which pursues a specific objective and bundles related measures: Diverse Living, Connected Region, Flexible Mobility and Vibrant Natural Spaces.

Strategy

The existing governance structure needs to be restructured and Regiopole e.V. established, which will be responsible for inter-municipal projects and planning in order to successfully network the region. Residential areas are to be diversified through infill development, special housing types and meeting places, while suitable green living environments are to be created through measures such as unsealing and water protection. Mobility in the Regiopole will be improved through more frequent bus services, better (fast) cycle routes and mobility points. Proposals for initial projects include a neighbourhood centre in Cleverbrück (Bad Schwartau) and a mobility centre at the railway station in Ratekau.

In-depth study

The Schmiedekoppel area in the Cleverbrück district of Bad Schwartau serves as the focus area, where several of the previously developed measures overlap. This is a post-war residential area with terraced housing structures that is typical of the region and therefore highly transferable to other areas. The main objectives are infill development, integration of new housing types and layouts into the monostructural area, and improved use of green spaces. Mobility is to be promoted through more bicycle parking and a restructuring of stationary traffic. The participation of the residents is also crucial for the acceptance of the implemented measures, which Regiopole e.V. supports.

Specifically, the design aims to maximise the potential of the Schmiedekoppel area. Although the replacement of existing buildings should be the last option due to the loss of embodied energy, this step can make sense in individual cases in order to meet the requirements of modern living concepts. Targeted demolition and new construction can significantly increase the floor area ratio. This opens up the possibility of creating residential structures with innovative living concepts and clearer spatial structures. New living space is created and at the same time the existing neighbourhood is linked and developed in a sustainable and diverse way.
